About this opportunity

Brushy Creek Municipal Utility District is requesting qualifications for public investment advisory services under an RFQ due August 14, 2026, with interviews scheduled August 17–28 and anticipated contract start January 1, 2027. No set-aside or preference program applies.

Firms must be registered as a Registered Investment Adviser (RIA) with the U.S. Securities and Exchange Commission or Texas State Securities Board, demonstrate a minimum of 10 years' experience serving Texas public entities, and possess expertise in Texas Public Funds Investment Act (PFIA) compliance. Demonstrated experience serving municipal utility districts or similar special-purpose districts is required. The District will evaluate advisors on their ability to deliver ongoing investment strategy and portfolio management, PFIA compliance support, quarterly reporting, PFIA-approved training for investment officers and staff, economic and market analysis, cash flow and liquidity analysis, audit and compliance assistance, and cybersecurity and business continuity support. Firms must function as independent advisors without material conflicts of interest and must maintain no material regulatory violations or sanctions.

Evaluation criteria weight Texas public entity experience at 25 percent, key personnel qualifications at 20 percent, reporting capabilities at 20 percent, PFIA expertise at 15 percent, training and audit compliance assistance at 10 percent, and required disclosures and demonstrated value to the District at 10 percent. The District currently manages approximately $40 million in investments on average, with an additional $30 million in bond proceeds anticipated in October 2026. The incumbent advisor, MEEDER Public Funds, is invited to rebid. The current compensation structure is a flat fee of $5,000 per quarter ($20,000 annually), which the District prefers to continue. Questions are due August 7, 2026. The RFQ does not obligate the District to award a contract, and the selected firm must execute a formal agreement acknowledging fiduciary responsibility under PFIA.
