About this file

This is a Question and Answer document for a Request for Qualifications (RFQ) issued by Brazos County Municipal Utility District (BCMUD) in Texas for Public Investment Advisory Services. The search for a new investment advisor is being conducted at the direction of the Board and in compliance with the Public Funds Investment Act (PFIA). The RFQ seeks qualified firms to provide investment advisory services for the management of municipal funds utilized for ongoing operating expenses, Capital Improvement Projects, and bond-funded initiatives. No specific response deadline, site visit requirements, or bidders' conference information is detailed in this Q&A document.

The incumbent service provider, MEEDER Public Funds, is invited to rebid on the engagement. BCMUD currently maintains approximately $40 million in investments on average, with an additional $30 million in bond proceeds expected to be awarded in October 2026. The current compensation structure is a flat fee of $5,000 per quarter ($20,000 annually), which BCMUD has indicated it prefers to continue as the pricing format for the new engagement. The District's Investment Policy Statement has been provided to potential bidders as a separate attachment to guide proposal development.
