About this opportunity

The Capitol Region Council of Governments (CRCOG) is issuing a Request for Qualifications (RFQ) on behalf of the Capitol Region Purchasing Council (CRPC) to procure professional development and training services for approximately 150 municipal and government agencies across Connecticut. The solicitation seeks qualified professionals, firms, or teams to design and deliver customized training programs in presentation skills, leadership development, management coaching, team building, meeting facilitation, collaboration and culture, and positive supervision within unionized environments. Training must be deliverable in person, virtually, or through hybrid formats and tailored to individual municipality requirements. Respondents must submit detailed Statements of Qualifications including company background, relevant public sector experience, resumes of key personnel with a minimum of two years' relevant professional experience, proposed training delivery approaches, curriculum development methodology, and evaluation frameworks. The rate schedule must cover standard training, customized curriculum development, and coaching services through June 30, 2028. Evaluation criteria include overall strength of proposal and experience (10%), project understanding and approach (40%), quality of references (20%), and fee proposal (30%). Questions must be submitted by March 11, 2026, at 2:00 PM (ET), and qualifications are due March 31, 2026, at 2:00 PM (ET) through the Bonfire portal at crcog.bonfirehub.com.

The RFQ is open to all vendors with no designated set-aside restrictions for disadvantaged enterprises or specific organization types. Selected consultants will be placed on a qualified vendors list, with contracts executed directly between individual CRPC members and their chosen consultants, with CRCOG serving only in a coordinating capacity. Respondents must maintain professional liability insurance with limits up to $2,000,000 on a claims-made basis, comprehensive general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability insurance, workers' compensation at Connecticut statutory limits, and excess liability umbrella coverage of $4,000,000. No incumbent vendors or current contractors are identified in the solicitation materials. The estimated total contract value has not been specified; however, the contract period extends through June 30, 2028. All submissions are subject to Connecticut Freedom of Information provisions, and CRCOG reserves the right to reject any or all proposals.
