About this opportunity

The City of Mission, Texas is requesting qualifications from professional engineering firms to establish a pre-qualified pool for municipal engineering services on an as-needed basis, with proposals due November 10, 2026 at 2:00 p.m. CST and a mandatory pre-proposal conference on October 27, 2026 at 10:00 a.m. CST at City Hall (Zoom participation available).

Respondents must be professionally licensed and registered with the Texas Board of Engineers. The pool will support engineering design, feasibility studies, energy savings engineering, public works construction, public transportation projects, and road and water/sewer system design and construction management across municipal initiatives. Multiple awards are anticipated; placement in the pool does not guarantee minimum work or compensation. The City reserves the right to supplement, re-solicit, or procure services outside the pool.

Respondents must carry professional liability insurance with minimum limits of $1,000,000 per claim and $2,000,000 aggregate, commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate, and automobile liability coverage of $500,000. Pricing proposals will be requested only from the highest-ranked respondents following technical evaluation; fees will be negotiated project-by-project rather than submitted upfront.

The contract term is four years from the date of award with no renewal options. Project engagements awarded prior to contract expiration will continue until completion. Funding is provided through local sources for the current fiscal year only.

Proposals are limited to 30 pages (8.5" × 11" single-sided, 11-point font minimum) and evaluated on a 100-point scale: general quality and adequacy (5 points), organization and personnel experience (20 points), key personnel qualifications (20 points), work performance (20 points), capacity to perform (20 points), and technical approach and scope (15 points). Selection is based solely on demonstrated competence and qualifications under Texas Government Code Section 2254.004. Submissions must include one original and five photocopies in sealed envelopes delivered to the City of Mission Purchasing Department, 1201 East 8th Street, R-101, Mission, Texas 78572.
