(30) Ranking from Pre-Qualified Pool:

After the City of Mission approves the list of pre-qualified pool of service providers, staff may choose firms for projects on a rotating basis. When a project is identified, the City shall identify a firm from the pre-qualified pool and provide them with details of the scope of work. The City may request additional information from the firm regarding qualifications based on specific project needs. Negotiations will be initiated with the provider judged most highly qualified to attempt to arrive at a fair and reasonable price. If a satisfactory contract cannot be negotiated with that provider, negotiations will be formally concluded, and an attempt will be made to negotiate a satisfactory contract with the provider judged the next highly qualified. If the negotiations with this provider are not successful, the process will be repeated until a satisfactory contract is entered into.

(31) Technical Evaluation, Statutory Professional Services

Selection Committee Procedure:

(1) A selection committee will be appointed to evaluate proposals submitted in response to this solicitation.

(2) The proposals will be evaluated and ranked in accordance with the evaluation criteria outlined in “Technical

Evaluation Criteria” provision. Based upon this evaluation alone, the selection committee may recommend to the Purchasing Manager that price negotiations be entered with the highest technically ranked proposal. Therefore, the respondent's initial Technical Proposal submission document should contain the respondent's best terms from a technical standpoint.

(3) Respondent may be requested to appear before the committee to make an oral presentation of their proposal and/or to respond to specific questions the committee may have about their proposal. The respondent may also be requested to respond to specific questions in writing to the Purchasing Manager. At such time as these discussions have been completed, the evaluation committee will again evaluate the proposals in accordance with the evaluation criteria, taking into consideration the respondent's original proposal, any clarifications made to their proposals and any revised proposal and rank them accordingly. The committee will then recommend to the Purchasing Manager that negotiations be conducted with the highest technically ranked respondent.

(4) A price proposal will only be requested from the highest ranked Respondent. Upon receiving the request for the above mentioned price proposal, the respondent shall submit the proposal within 7 calendar days and in accordance with the guidelines. The City will select the most highly qualified Respondent based on demonstrated competence and qualifications. Fee negotiations will be conducted with the top ranked Respondent after evaluations.

(5) If the City is unable to negotiate a mutually satisfactory contract with the highest ranked respondent, negotiations shall be formally ended with that Respondent and begin with the next highest Respondent. Negotiations shall be undertaken in this manner until a mutually satisfactory contract has been negotiated or the solicitation is canceled.

(6) The objective of the discussions and negotiations shall be to arrive at complete agreement on all requirements.

Questions will not be left for later agreement.

(7) The City reserves the right to investigate the qualifications of all respondents under consideration and to confirm any part of the information furnished by a Respondent, and/or to require other evidence of managerial, financial or technical capabilities which are considered necessary for the successful performance of the work.

(32) Method of Selection

Proposals will be reviewed and evaluated by an evaluation team for the purpose of making a selection, request the submission of supplemental information, or require Respondents to make formal presentations before the selection committee for possible interviews. The purpose of the interviews will be to identify and recommend an individual or firm offering, in total, the highest qualifications and experience with this type of service. The evaluation team will forward evaluation results to City Council Board for consideration and approval to engage Respondent(s) in negotiations. The proposals will be evaluated on various criteria including the following:
