About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) is requesting quotes for an emergency communication system deployment across 58 fire stations under RFQ PCR 26-0117, with responses due September 18, 2026 at 3:00 p.m. Pacific Time. Small Business and Disabled Veteran Business Enterprise (DVBE) certifications receive preference in tie-breaker situations.
The scope encompasses procurement and installation of EaseAlert emergency communication system components: one iPad/tablet command wall-mounted unit, one Central Command Unit, approximately 10 BunkAlert devices, 4 VizAlert units with LED strips, 2 SafeTone units, 6 TacPods, and one TacPod charging station per site. The solicitation also includes a Premier License subscription, software and hardware activation, and refresh cycle services. Vendors must perform mandatory site walks at each location to verify adequate 2.4GHz WiFi coverage and conduct all installation services themselves; CAL FIRE personnel will not perform installations. All equipment ships to the Sacramento Telecommunications Warehouse (1227 Striker Ave., Sacramento, CA 95834), with Jared Lees as the primary receiving contact. Device placement must follow CAL FIRE specifications across bunks, sleeping quarters, bathrooms, kitchens, gyms, offices, day rooms, hallways, and apparatus bays.
Quotes must be submitted on company letterhead via email to Procurement Analyst Phillip Lacy (Phillip.lacy@fire.ca.gov, 916-862-0197) and include itemized pricing, sales tax, discounts, total costs, shipping, e-waste fees if applicable, and a minimum 30-day quote validity period. Payment terms are Net 45. Required administrative documents include a Bidder Declaration, Payee Data Record (STD 204), Seller's Permit for tangible personal property, and civil rights certification if the award exceeds $100,000. Vendors must certify compliance with Executive Order N-6-22 regarding Russia sanctions and disclose use of Generative Artificial Intelligence in deliverables. CAL FIRE will determine the acquisition method following evaluation of responsive quotes under California Public Contract Code Section 12100.
