About this opportunity
The Oregon State Police (OSP) is seeking to procure Mental Health Professional (MHP) services for its Health, Wellness, and Resiliency (HWR) Team through a Request for Quotation (RFQ) process. The contract aims to recruit licensed mental health professionals to support OSP employees through critical incident response, proactive wellness interventions, and comprehensive mental health services. Specific deliverables include responding to critical incidents, conducting wellness check-ins, attending in-service meetings and trainings, providing network and referral services, and delivering mandatory counseling sessions for sworn personnel involved in deadly use of force incidents. Qualified contractors must maintain current registration/licensure with applicable licensing boards and demonstrate familiarity with the Peer Support statute ORS 181A.835. The solicitation was posted on February 21, 2025, with proposals due by April 1, 2025. Prospective contractors must possess expertise in first responder mental health support, with specific capabilities in crisis counseling, peer support coordination, and confidential intervention strategies.
The procurement appears open to licensed mental health professionals and does not explicitly indicate specific set-aside designations for disadvantaged enterprises. The contract allows for multiple mental health professionals to be contracted, with a maximum not-to-exceed compensation of $250,000.00 for services through December 31, 2029. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability ($1M per occurrence/$2M aggregate), automobile liability ($100K), and professional liability ($1M per claim/$3M aggregate). The contract requires contractors to operate as independent contractors and comply with all applicable federal, state, and local laws. Interested parties can contact the OSP Health, Wellness, and Resiliency Unit directly at osphwr@osp.oregon.gov or through program coordinators Cale Day (541-228-7535) and Maddie Knuth (503-509-4574) for additional information about the procurement opportunity.
