About this opportunity

The Oregon Department of Administrative Services, on behalf of the Oregon Department of Agriculture, is requesting quotes for implementation of the OneODA Core Customer Relationship Management and Licensing system, with quotes due July 23, 2026 at 5:00 PM PST and questions due July 13, 2026.

Four vendors are pre-qualified for participation: Atmosera, Inc., Deloitte Consulting, TEKsystems Global Services LLC, and Windsor Solutions, Inc. The contract is a fixed-price engagement based on pricing submitted by proposers, with an initial two-year term and renewal options.

The scope replaces a 2013 Oracle/APEX licensing system with a Microsoft Dynamics 365 and Dataverse-based solution serving the Oregon Department of Agriculture's 35,000+ customers and internal staff (AGGIES). Deliverables span user experience design, Dynamics 365 configuration and extension, integration development, data migration, testing, and 6–12 months of post-implementation stabilization and warranty support. The solution must support online application and renewal submission, payment processing via credit card and ACH, document management, multi-language support, role-based access controls, and public license searches. System requirements mandate cloud-based deployment within U.S. territory, 1,000 concurrent users, 99.995% uptime, sub-one-second transactional response times for 95% of actions, FedRamp compliance, RESTful APIs with OAuth2 authentication, and adherence to Oregon's Statewide Information Security Standards at Level 2 data classification.

The contractor must integrate 15 existing systems including Oracle-to-FileMaker synchronization, SFMS vendor payments, US Bank payment collection, and field-based pesticide applications; support migration of 823 Oracle database tables spanning approximately 26.8 GB across 216.6 million rows; and coordinate with ODA stakeholders, the state's Enterprise Information Services division, and an Independent Quality Management Services reviewer. The state will conduct a two-tier evaluation process with potential interviews or best and final offers. Evaluation criteria weight qualifications and relevant experience (250 points), solution efficacy and practicality (250 points), proposed approach and project understanding (200 points), project schedule and delivery capability (150 points), and cost (150 points).
