Professional liability insurance of not less than $1 million, general liability insurance of $1 million per occurrence / $2 million aggregate, and workers' compensation insurance are required.
The deliverable scope comprises six UFC 2-100-01 components: Vision Plan, Installation Development Plan with Area Development Plans, Installation Planning Standards, Long-Range Component Plan, Capital Investment Strategy, and Executive Summary. The total project duration is 405 calendar days from Notice to Proceed, with major milestones including kick-off by day 15, conceptual alternatives by day 90, Summary Basis of Planning Document by day 120, and Draft and Final Master Plan documents by days 150 and 210.
Evaluation criteria are weighted across six factors: Professional Qualifications (25.5%), Specialized Experience and Technical Competence (22.5%), Capacity to Perform / Staffing and Workload (15%), Past Performance (13.5%), Location and Local Knowledge (12%), and Past Performance with California National Guard (11.5%). The State encourages participation by California-certified Small Business and Disabled Veteran Business Enterprise firms as part of project teams.
