Planning objectives will be organized into categories such as program development, circulation and parking, airfield operations, force protection, visual image and character, and sustainability principles.
G. Concept Development:
1. The A&E will provide a series of concept development alternatives to accommodate future programs on the existing site. Conceptual development options will reflect future program needs with respect to existing site conditions, including constraints and opportunities. Concept alternatives will explore variations in land use relationships, circulation and access, airfield pavement configuration and facility development.
2. The A&E will facilitate the process for the collaborative development of evaluation criteria and assure that each option is evaluated against such criteria. A preferred alternative will be selected and documented as part of the master plan. Conceptual development scenarios will begin with a benchmark or ideal condition on which particular scenario viability can be tested. Each option will be analyzed based on the mission, guiding principles, as well as a comparative analysis of constraints, density, functional fit, economics, adjacency requirements, utility and building services, and construction feasibility. The team will collaboratively identify the conceptual option scenario that best meets CAARNG requirements. The Planning Team will work with CAARNG to conduct a public meeting to provide an overview of the MP.
3. The A&E will facilitate the process of developing the Installation Development Plan will include Area Development Plans (ADPs) for at least the cantonment, airfield, and training range districts. The Planning Team will also consider growth and change dynamics, identifying critical relationships to the master plan assumptions. The dynamics of the planning process will be reviewed as impacted by economic, social and physical constraints. The goal is to deliver a dynamic process rather than a static end-product that, when fully developed, will allow for continued adaptation and incorporation of new information. This will allow CAARNG to continue to manage its growth in an orderly and coherent fashion well beyond the involvement of the planning team.
a. The master plan phasing shall identify the phasing implications of the MP to assure that all facilities are developed in an appropriate and timely manner.
b. The order-of-magnitude estimated costs shall be based on the Project Planning Document Charrette (PPDC) documents provided by CAARNG and other identified FYDP projects already established/current projects and developed from the Program Development/Requirement Analysis phase of this project. In addition, the A/E will provide order of magnitude costs for ancillary building, demolition, site, and/or engineering system projects associated with the master plan. These costs will be provided in correlation to the phasing strategy with associated illustrations to clarify the phases. However, this will not negate the CAARNG having to develop further authorization documents, prepare additional DD Forms 1390/91 or conduct a PPDC to establish the complete requirement for these proposed projects at Camp Roberts and to prepare the detailed DD Forms 1390/91.
