The Town of Leesburg, Virginia is soliciting applications for construction pre-qualification for the Leesburg Executive Airport Air Traffic Control Tower under RFQ No. 320830-FY27-15, with questions due November 6, 2026 and submittals due November 23, 2026 at 2:00 p.m. local time via eVA. Only prime general contractors must pre-qualify, and only pre-qualified contractors may bid; subcontractors are exempt.

The project is an approximately 85-foot, five-story tower with an eight-sided cab, steel structure, composite concrete floors, and a concrete mat slab foundation. Systems include an air-cooled heat pump with supplemental natural gas boiler, a 250-kilowatt natural gas generator, a 30-kilowatt UPS with backup batteries, a wet-system fire protection with fire pump, electronic access control, and telecommunications infrastructure supporting FAA connectivity. The tower houses equipment for four air traffic controller positions.

Applicants must describe at least three separate projects within the prior ten years that collectively demonstrate a steel structure three or more stories tall, a project with a minimum $15 million construction budget, an airport, government facility, or data center, an International Building Code Risk Category IV project, a backup generator installation, and a heat pump mechanical system. Within the prior five years, applicants must also show Building Automation System integration, HVAC controls commissioning including test and balancing, functional performance testing, and commissioning support, and Building Information Modeling-based coordination. Each project description must include final construction cost, quality control documentation, actual and contractual completion dates, major subcontractors, project manager and superintendent names, and current architect and owner reference contacts.

Evaluation covers the contractor's financial ability to obtain bid, payment, and performance bonds; construction experience; absence of contract breach judgments within ten years; satisfactory prior performance on governmental and nongovernmental construction; absence of construction or contracting convictions within ten years; and current non-debarred status. If fewer than three contractors pre-qualify, the Town reserves the right to cancel pre-qualification and issue an Invitation for Bid with minimum qualifications instead.
