IX. Construction Project Description
The Leesburg Executive Airport Air Traffic Control Tower is a Federal Contract Tower, approximately 85’ tall, 5 story (plus cab level) air traffic control tower, with an 8-sided 440 square foot cab with 4 structural steel columns over a square shaft. The tower shaft includes one 3,500 lb capacity passenger elevator and one egress stair. Cab glass is 15-degree laminated glazing. The proposed tower cab floor elevation is 66'-2 1/2" feet above ground level (AGL)/449 feet AMSL with a proposed top of tower height (highest point on the structure) not to exceed 102 feet AGL/484 feet AMSL. The cab includes slatwall consoles and air traffic control equipment for the four Air Traffic Controller positions. The structural system is steel construction for the tower shaft and cab with a 42" thick concrete mat slab foundation. The tower and cab floors will be a composite cast-in-place concrete slab using a composite steel deck. The tower shaft lateral system is braced frames and the tower cab lateral system is moment frames. The equipment yard enclosure utilizes shallow foundations. Sitework includes removal of existing airplane tie-down stations, new site security fencing with a motorized vehicle gate and pedestrian gate, parking, and xeriscape landscaping. Sitework also includes horizontal directional drilling for utilities.
A domestic water booster pump will supply the tower fixtures and equipment with necessary water pressure. A duplex ejector pump will route tower sanitary waste to site utilities. The fire protection system is a wet system with fire pump and combined sprinkler riser/standpipe. Project will include a 250kw natural gas generator and a 30kw UPS with backup batteries, lightning protection system, and Class A fire alarm system. The mechanical system is an air-cooled heat pump (chiller/heater) with a supplemental hot water natural gas boiler. There is a stair and elevator pressurization system as well as a redundant air handling unit for the Cab.
Telecom systems include providing connectivity to Airport and FAA systems via airfield cabling design and new telco service to serve specific tower communications and weather equipment based on the FAA Minimum Equipment List (MEL) to replace the existing mobile tower operations. Equipment is to be located within network equipment cabinets in the electronics equipment room, with cabling up to additional equipment in the cab consoles. In addition, a wired and wireless building LAN is to be provided consisting of telecom outlets, wireless access points, and a network switch to meet the Town's IT standards.
Rev 3/4/25 Page 7 of 20
Security systems include an electronic access control system with card readers at the motorized entry gate, pedestrian gate, elevator, and doors throughout the building. An intercom system is also required for visitor management through the front gate and entry door. A camera system is also provided with both exterior and interior cameras. All security system headend equipment will be located in the electronics equipment room.
