About this opportunity
The Nevada Army National Guard is requesting offers for drain and purge services on sixty M969 5,000-gallon fuel tanker semitrailers under RFQ M969, with proposals due August 5, 2026 at 2:00 p.m. local time. This is a 100% small-business set-aside (NAICS 562211, Hazardous Waste Treatment and Disposal, size standard $47 million) and a Women-Owned Small Business (WOSB) solicitation.
Offerors must provide reasonable assurance they are in the primary business of hazardous waste removal services or have an agreement with an entity in that primary business. The scope includes initial inspection and fuel draining, complete purging and cleaning using approved degreasers, environmental compliance and wastewater disposal, and final vapor-free certification for each trailer. All work must comply with Army Techniques Publication 4-43 (April 2022), Petroleum Supply Operations. The contractor furnishes all personnel, equipment, supplies, transportation, tools, materials, and supervision; the government provides no property, materials, or equipment. Environmental compliance is critical — the contractor is responsible for complete capture, removal, and lawful disposal of all purged wastewater, residual fuel, and emulsifiers. Installation access requires background checks and compliance with facility regulations; the government may direct removal of contractor employees for misconduct or security violations.
Performance occurs at the Las Vegas Readiness Center, 4500 W Silverado Ranch Boulevard, Las Vegas, Nevada, from August 10 through September 18, 2026. Within five days of award, the contractor must submit a project schedule detailing completion timelines for all 60 trailers, with weekly updates thereafter and vapor-free certifications due within 15 days of final trailer completion. This is a firm fixed-price contract. Payment is via electronic funds transfer through the Wide Area Workflow (WAWF) system, with invoices requiring documentation of lawful disposal. Service contract labor standards and multiple Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses apply, including combating trafficking in persons, equal opportunity, and sustainable products provisions.
