About this opportunity
The County of San Diego is requesting quotations for one 2026 or newer Kenworth T380 5-yard dump truck under RFQ 13358, with quotations due September 29, 2026 at 5:00 PM. This procurement is reserved for local businesses as defined in Board of Supervisors Minute Order 6 (dated January 28, 2025), meaning entities that maintain headquarters or provide services within San Diego County's geographic boundaries — a restrictive eligibility gate that excludes non-local vendors.
The vehicle specification requires white color, federal and California emissions compliance, a Cummins, Paccar, or International engine, Allison 3000 series transmission with power take-off, hydraulic telescopic hoist, air latching tailgate, spring-loaded tarp system, LED strobe lighting, and three programmed keys. County-approved equivalents to the Kenworth T380 are acceptable. Delivery is required no later than 120 days after purchase order issuance or contract execution. The contractor must attend three mandatory meetings during production, provide DMV registration and temporary license plates, deliver with a full fuel tank and no third-party GPS systems, and furnish all required DMV documentation and manufacturer certificates of origin.
The pricing schedule includes the base vehicle and outfitting, a tire fee of $10.50, California DMV electronic vehicle registration at $37.00, and a document processing fee of $85.00. All shipping and additional fees must be included in pricing but exclude sales tax. Payment terms are NET 30 unless more favorable terms are offered; qualified Small-Local Businesses may be eligible for NET 15 terms under Board Policy B-53. Warranty commences upon County assignment rather than delivery.
Award will be based on price and performance factors including offeror experience, qualifications, and technical approach. Questions are due September 22, 2026 at 5:00 PM. Responses may be submitted via BuyNet or email to contracting officer Nathaniel Pimentel, Procurement Specialist. The County has reserved the right to conduct pre-award surveys and may terminate the agreement for convenience or default.
