About this opportunity

The City of Phoenix Office of the City Engineer is soliciting Statements of Qualifications for a Sanitary Sewer Rehabilitation Program Job Order Contract (JOC261), with a pre-submittal meeting on November 9, 2026 at 1:00 p.m. and SOQs due November 30, 2026. No Small Business Enterprise set-aside goal has been established for this project.

The City seeks up to five qualified contractors for on-call rehabilitation of its wastewater collection system, which includes approximately 5,000 miles of gravity sewer. Work centers on 8-inch to 15-inch diameter clay pipe, though it may include larger diameters and other materials. The primary method is cured-in-place pipe (CIPP) with a felt and resin lining process, with dig-and-replace used occasionally. Ancillary services include traffic control, sewer cleaning, CCTV and digital scans, bypass pumping, pavement restoration, manhole rehabilitation, and odor control. Contractors must hold appropriate Arizona contractor licenses, register in the City's Vendor Management System, and provide current Experience Modification Rates and bonding statements from sureties rated A- or better. Performance and payment bonds are required for each job order proposal. Contractors must also use the UNIFIER web-based project management database for record maintenance and project coordination. All work sites are in Arizona, and work must comply with current City of Phoenix adopted codes.

The contract term is 36 months or $30 million per JOC, whichever occurs first, with an option to renew for 24 months or the balance of the maximum contract amount. Total contract value cannot exceed $50 million. Individual job order agreements may not exceed $4 million in construction costs following City Council approval.

Evaluation is points-based across 1,021 total points: general information (150 points), firm experience and qualifications (250 points), key personnel experience (250 points), approach to performing services (350 points), and reference checks (21 points). Selection is qualifications-based with no formal interviews, and the City reserves the right to conduct due diligence reviews and negotiate contract terms for Council approval. Pre-submittal attendance is at City Hall or via Microsoft Teams. Selection notification is anticipated in January 2027, followed by a JOC Workshop in February 2027.

The City of Phoenix has approximately 5,000 miles of gravity sewer with small diameter pipe comprising 92% of the wastewater collection system. The purpose of this program is to maintain the reliability and integrity of the wastewater collections system by rehabilitating existing infrastructure. This program is mainly for 8-inch to 15-inch diameter clay pipe, but rehabilitation may include pipe diameters greater than 15 inches and other pipe materials. The primary method of sanitary sewer rehabilitation is cured-in-place pipe (CIPP) utilizing felt and resin lining process. Occasionally the work may include dig and replace in lieu of CIPP-lining of existing pipe.
