About this opportunity
CAL FIRE (California Department of Forestry and Fire Protection) is requesting quotes via RFQ-ITS 25-1859 for the installation of a comprehensive video wall system at its Sacramento facility (1227 Striker Ave., Suites 240 & 260) to support real-time emergency operations and decision-making during fire season. The procurement requires contractors to furnish and install 16 Samsung 55-inch video wall displays capable of displaying weather data, fire conditions, incident activity, and mapping systems, along with all associated audio-visual equipment including encoders, decoders, controllers, network switches, and patch panels. The scope of work encompasses the complete telecommunications infrastructure consisting of Category 6 cabling, connectors, and related components, plus all labor, materials, lift equipment, installation services, system programming, commissioning, and end-user training. Evaluation criteria are weighted 60 percent on technical requirements and customer references demonstrating similar project experience, and 40 percent on cost, with the lowest responsive bidder receiving full cost points. Written questions must be submitted by May 22, 2026, at 1:00 PM Pacific Time, with CAL FIRE responses due May 28, 2026, at 5:00 PM PT. Sealed bids are due June 4, 2026, at 4:00 PM PT and must be submitted via email to Colette.Walden@fire.ca.gov. The contract term is one year from the date of execution, and contractors must be prepared to begin work immediately upon award to ensure operational readiness before the upcoming fire season.
This procurement includes multiple set-asides and incentive opportunities for qualified vendors: California-certified Small Businesses (SBs) receive a 5 percent preference, and non-SBs claiming 25 percent SB subcontractor participation are also eligible for a 5 percent preference. Disabled Veteran Business Enterprise (DVBE) participation incentives ranging from 3 to 5 percent are available based on confirmed DVBE participation levels above the 3 percent goal. All contractors and personnel must be U.S.-based, and any electronic data storage must be located in continental United States data centers. Contractors must comply with stringent security and confidentiality requirements including information security programs, risk assessment programs, incident response protocols, and data protection measures. Pricing will be evaluated using a cost worksheet with line items for materials, labor/installation, and lift equipment, with applicable sales tax calculated at 7.75 percent, and payment will be made within 45 days of receipt of properly submitted invoices (extended to 75 days during CAL FIRE's declared fire season). While no specific budget range or award value is published in the RFQ summary, the project scope and technical requirements suggest a significant investment in state-of-the-art emergency operations infrastructure.
