About this opportunity

The City of Spokane Purchasing Department, procuring on behalf of the Solid Waste Disposal Department's Waste to Energy Facility, is requesting quotes for insulation removal, replacement, and fabrication services under RFQ 6525-26, with bids due November 2, 2026 and mandatory pre-bid attendance required by September 29. This is a prevailing wage project under Washington State law — contractors must comply with Department of Labor and Industries prevailing wage rates, submit a Statement of Intent to Pay Prevailing Wages, and post wage information at the job site.

The scope covers removal and replacement of insulation and cladding for boiler walls and piping, and fabrication and installation of removable insulation blankets for two Babcock and Wilcox refuse-fired boiler units (850 psig, 825F). Work is performed during two scheduled maintenance outages annually (May and October/November), each lasting 10–25 days, with estimated 500–800 labor hours per outage and approximately 100 additional as-needed labor hours annually, all at the WTEF located at 2900 S Geiger Boulevard, Spokane, Washington.

The contract value is capped at $200,000 for a tentative term of February 1, 2027 through January 31, 2028, with options for three additional one-year renewals (maximum four-year term). Award will be made to the lowest responsive responsible bidder based on unit pricing for mobilization and demobilization per service call, labor rates by classification (General Foreman, Foreman, Journeyman, Apprentice, Improver Insulators) at straight time, time-and-a-half, and double-time rates, and equipment costs. Bidders must submit a bid bond of $10,000 minimum (5% of the not-to-exceed amount), hold a current Washington contractor's registration certificate and Unified Business Identifier number, possess three years of experience in insulation services, and maintain workers' compensation, general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit) insurance. The mandatory pre-bid conference and site walk-through is September 29, 2026, at 11:00 a.m.; only attendees may submit bids. Questions are due October 7, 2026, at 9:00 a.m.
