About this opportunity

The United States Department of Agriculture is requesting quotations for design, construction, and installation of livestock holding pens, chutes, shelters, flooring, utilities, and water systems at the National Detector Dog Training Center in Newnan, Georgia, with quotations due September 8, 2026 at 1:00 p.m. ET. This is a Total Small Business Set-Aside under NAICS 238990 (All Other Specialty Trade Contractors), with a small business size standard of $19 million.

The scope supports on-site goat housing and New World Screwworm canine training, requiring design and construction of fenced livestock enclosures and a simulated chute-training environment that integrate with existing NDDTC infrastructure and comply with USDA facility, animal-welfare, and safety standards. The contractor must provide all labor, materials, equipment, and expertise necessary. Work must commence immediately upon receipt of the Notice to Proceed and be ready for use by October 16, 2026. The contractor must demonstrate relevant experience with fencing and enclosures and the ability to meet the time-critical completion deadline.

The estimated project magnitude is between $100,000 and $250,000 as a firm-fixed price construction purchase order. Federal construction wage rates for Coweta County apply. Payment and performance bonds are required; bid bonds are not. Progress payments may be requested monthly, authorized within 14 days of submittal of a proper request. USDA is exempt from sales tax (Tax ID: 410696271; EIN: 471640000).

Evaluation follows lowest price, technically acceptable methodology. Only the lowest-priced quote is evaluated for technical acceptability unless it receives an unacceptable rating, at which point subsequent lowest-priced quotes are evaluated in order. Award is based on price, delivery schedule and time-critical performance (pass/fail), and past performance. The contractor must provide detailed pricing breakdowns and certifications regarding past performance, including any terminations for default, cure notices, show cause notices, liquidated damages, or surety notifications within the past five years.

A mandatory site visit is scheduled for August 31, 2026 at 10:00 a.m. ET. Questions are due September 3, 2026 at 12:00 p.m. CT. Quotations must be submitted to james.g.roloff@usda.gov.
