About this opportunity

Dickson Housing Authority is soliciting qualifications from architectural, engineering, planning, and management firms for an indefinite delivery contract covering three years with the possibility of two additional one-year renewal options at DHA's sole discretion, with proposals due June 5, 2026 at 4:00 p.m.

The scope encompasses conceptual design, construction documents and cost estimates, bid process assistance, construction administration, studies and evaluations including physical needs assessments, HUD reporting support, energy audits, environmental assessments, lead-based paint risk assessments, market studies, salary studies, Section 504 needs assessments, utility allowance reviews, and annual site inspections. Projects are small-scope, not exceeding $75,000 per project, authorized through an undetermined number of individual delivery orders.

Selected consultants must maintain workers' compensation, commercial general liability, automobile liability, and professional liability/errors and omissions insurance; provide professional registration and licensure documentation; and comply with Section 3 requirements (24 CFR Part 75) for covered projects. Familiarity with low-rent housing and capital fund programs, local building codes, and HUD programs is required.

The contract will be structured as firm fixed price inclusive of all costs and expenses. Funding sources may include Public Housing Operating Funds, Capital Fund, Section 8 New Construction, Federal Home Loan Bank, Tax Exempt Bonds, Affordable Housing Program, Low-Income Housing Tax Credits, and other HUD programs, subject to the most restrictive requirements between HUD and Tennessee procurement regulations. Services are intended to begin immediately upon award.

Evaluation will follow qualifications-based selection (QBS) methodology. Scored criteria include experience, specialized expertise, organizational capacity, familiarity with low-rent housing and capital fund programs, knowledge of local building codes, and references. Pricing and hourly rates will be negotiated with the highest-ranked qualified firm following evaluation. Renewal eligibility will be evaluated annually based on schedule adherence, quality of work product, responsiveness and communication, cost control, regulatory compliance, and reporting and invoicing accuracy, with a weighted score of 4.0 to 5.0 indicating strong performance supporting renewal.
