About this opportunity

Marion County Public Works Department has issued a Request for Quote (RFQ) for Used Oil Collection Tank Decontamination services at the North Marion Recycling and Transfer Station. The procurement seeks vendors capable of pumping out and disposing of contaminated oil tanks that have tested non-compliant due to Polychlorinated Biphenyls (PCBs) or solvent contamination. Key deliverables include complete tank pumping, decontamination, and providing sample results demonstrating contamination removal. The RFQ requires contractors to comply with all applicable laws and regulations while minimizing disruption to transfer station operations. Quotes are due by 1:00 PM on July 22, 2021, with the county reserving the right to award to multiple vendors based on price and ability to meet requirements. The estimated contract term is one year with potential optional extensions. Evaluation will be based on unit pricing for services including pumping, decontamination, PCB and solvent testing, transportation, and disposal of contaminated oil.

The RFQ does not specify explicit set-aside designations or restrictions on respondent types. The county will pay contractors a per-tank rate for pumping, decontamination, and confirmation testing, along with a per-gallon rate for disposal of contaminated oil. While specific budget ranges are not detailed, the contract appears to be structured on a unit-price basis, allowing flexibility in total contract value depending on the volume of contaminated tanks requiring service. The procurement is limited to Marion County, Oregon, and focuses on environmental compliance and proper hazardous material handling. No incumbent vendors are mentioned in the documentation, and there are no specific references to existing infrastructure integration requirements. Vendors will need to demonstrate technical capability to handle PCB and solvent-contaminated used oil tanks, provide appropriate testing and disposal methods, and maintain operational efficiency at the recycling and transfer station.

Opportunity text

On occasion, collected used oil tanks test out of compliance for standard used oil pickups because of contamination from Polychlorinated Biphenyls (PCBs) or Solvents. In such cases, the County is required to remove contaminated oil and decontaminate the tanks for future use. The County is now seeking offerors who will pump-out and dispose of contaminated oil in tanks, decontaminate tanks, and provide County with sample results demonstrating contamination has been removed.
