This is a Request for Quote (RFQ) issued by the Marion County Public Works Department in Oregon for used oil collection tank decontamination services at the North Marion Recycling and Transfer Station. The procurement seeks vendors capable of pumping out and disposing of contaminated oil tanks that have tested non-compliant due to Polychlorinated Biphenyls (PCBs) or solvent contamination. Key deliverables include complete tank pumping, decontamination, and providing sample results demonstrating contamination removal. The RFQ requires contractors to comply with all applicable laws and regulations while minimizing disruption to transfer station operations. Quotes are due by 1:00 PM on July 22, 2021. The estimated contract term is one year with potential optional extensions, and the county reserves the right to award to multiple vendors based on price and ability to meet requirements.

Evaluation will be based on unit pricing for services including pumping, decontamination, PCB and solvent testing, transportation, and disposal of contaminated oil. The county will pay contractors a per-tank rate for pumping, decontamination, and confirmation testing, along with a per-gallon rate for disposal of contaminated oil. Specific budget ranges are not detailed in the RFQ; however, the contract is structured on a unit-price basis, allowing flexibility in total contract value depending on the volume of contaminated tanks requiring service. The RFQ does not specify explicit set-aside designations or restrictions on respondent types. No incumbent vendors are mentioned in the documentation. Vendors will need to demonstrate technical capability to handle PCB and solvent-contaminated used oil tanks, provide appropriate testing and disposal methods, and maintain operational efficiency at the recycling and transfer station.
