About this opportunity
The University of Texas at Austin, through its Campus Operations and Planning department, is requesting qualifications for one or more technical services providers to deliver independent, third-party code compliance inspections and testing services across multiple UT System facilities, with qualifications due September 28, 2026 at 2:00 PM CST.
This is an IDIQ contract with a maximum value not to exceed $5 million over an initial one-year term plus four consecutive one-year renewal options at UT Austin's discretion. UT Austin makes no representation regarding minimum work volume. Services are needed for approximately 115 projects anticipated in construction during 2027, spanning the Main Campus, J.J. Pickle Research Campus, UT Dell Campus for Advanced Research, McDonald Observatory, and Marine Science Institute. The project mix includes six campus-managed new buildings, four private-public partnerships, 25 major renovations, 50 minor renovations, and 30 lab renovation projects.
The scope encompasses field inspections, testing, and documentation for new construction, additions, renovations, and alterations across building, mechanical, electrical, plumbing, and energy codes in accordance with UT Design and Construction Standards. Compensation is established through individual project proposals via hourly or per-service billing rates. Reimbursable expenses — travel, meals, lodging, and equipment rental — require advance written authorization and receipts.
Respondents must demonstrate qualifications and 24-hour availability response capability; experience with third-party independent code inspections; proposed team composition; references; and knowledge of best practices and problem-resolution strategies. Professional Liability Insurance ($1 million to $5 million per claim depending on project cost), Commercial General Liability ($1 million per occurrence), and Workers' Compensation coverage are required. A VetHUB Subcontracting Plan is mandatory. Respondents must certify compliance with Texas franchise tax, antitrust, Equal Employment Opportunity, and Occupational Safety and Health requirements.
Interviews with top-ranked respondents are anticipated October 19–23, 2026, with contract awards expected approximately October 30, 2026. The contract is non-exclusive. The anticipated start date is December 1, 2026.
