About this opportunity
The Vermont Department of Environmental Quality is issuing a Request for Qualifications (RFQ) for the South Lake Champlain Clean Water Service Provider to prequalify subcontractors for water quality improvement projects focused on phosphorous reduction. The procurement covers jurisdictions in western Rutland and Addison Counties, and northern Bennington County, with a specific focus on the South Lake Champlain Basin (2/4) region. Subcontractors will be responsible for comprehensive project services including identification, development, design, implementation, verification, and maintenance of water quality initiatives. The RFQ aims to create a pool of prequalified contractors to expedite future procurement processes for clean water projects. Key deliverables include detailed project plans, environmental assessments, and implementation strategies for phosphorous reduction. The solicitation was posted on March 1, 2023, with a submission deadline of March 24, 2023, allowing potential subcontractors approximately three weeks to prepare and submit their qualifications.
While the RFQ does not explicitly specify set-aside designations or restrictions on respondent types, it appears to be an open solicitation seeking qualified environmental service providers with expertise in water quality improvement projects. The document indicates the intent to maximize participation by distributing the RFQ broadly across Vermont to attract diverse potential subcontractors. No specific incumbent vendors or existing contractors are mentioned in the available information. The procurement does not list a precise award value or budget range, suggesting that qualification will be based on technical capabilities and project readiness rather than predetermined financial parameters. Interested subcontractors must demonstrate comprehensive capabilities in water quality project management, with a specific focus on phosphorous reduction strategies in the South Lake Champlain Basin watershed. The prequalification process is designed to streamline future project assignments by establishing a vetted pool of qualified environmental service providers.
