About this opportunity
The State of Colorado is soliciting qualifications for architectural and engineering services to develop a Program Plan for a proposed Multi-Sports Complex at Lamar Community College under RFQ Project #002-2026CC, with qualifications due September 22, 2026 at 1:00 p.m. Mountain Standard Time. Preference is given to Colorado resident vendors and Colorado labor as provided by law, and at least 80% of work must employ Colorado labor under C.R.S. 8-17-101.
Respondents must have operated under the same business name for at least two years and completed a minimum of two projects each exceeding $10 million in hard costs, with expertise demonstrated from a Colorado office. The Program Plan must identify facility types and scales for soccer, baseball, and softball competition and practice fields; spectator amenities; player facilities; parking; lighting; concessions; restrooms; and storage infrastructure. The plan must address strategic purposes (recruitment, retention, competitive advantage, academic integration, community engagement, revenue generation), current facility limitations, maintenance requirements, alternative revenue streams, and competitive gaps with regional peer institutions. Universal accessibility requirements and Colorado Commission on Higher Education guidelines must be incorporated.
The estimated cost for Program Plan development is $130,000. The selection timeline includes clarification requests due September 11, a short list announcement on September 25, mandatory oral interviews September 28 through October 2 at Lamar Community College's Bowman West facility, selection announcement October 5, and contract negotiation anticipated by October 15, with design work commencing in November 2026. The anticipated delivery method is Design/Bid/Build. All consultants must acknowledge that sample Architect/Engineer/Consultant Contract terms and conditions are workable without reservation; exceptions require formal written communication before the solicitation closes. All submittals become the property of the State of Colorado and will not be returned.
