About this file

This is a Request for Qualifications (RFQ) for Architectural/Engineering/Consulting Services issued by the State of Colorado on behalf of Lamar Community College for Project #002-2026CC, which involves developing a Program Plan for a proposed Multi-Sports Complex. The college seeks to create a premier regional sports and recreation facility designed to support soccer, baseball, and softball while accommodating collegiate athletics, recreational leagues, tournaments, and community events. The Program Plan must identify the specific types and scales of facilities needed, including competition and practice fields, spectator amenities, player facilities, parking, lighting, concessions, restrooms, and storage infrastructure. Additionally, the plan must address strategic purposes for new facilities (including recruitment, retention, competitive advantage, academic integration, community engagement, and revenue generation), current facility limitations, maintenance requirements, alternative revenue streams, and competitive gaps with regional peer institutions. The RFQ was issued on September 8, 2026, with clarification requests due by September 11, 2026, and qualifications submittals due by September 22, 2026, at 1:00 PM Mountain Standard Time. A short list of qualified firms will be announced on September 25, 2026, followed by mandatory oral interviews scheduled between September 28 and October 2, 2026, at Lamar Community College's Bowman West facility. The selection will be announced on October 5, 2026, with contract negotiation anticipated by October 15, 2026, and design work commencing in November 2026.

The estimated project cost is $130,000 for the Program Plan development. Respondents must demonstrate at least two years of operation under the same business name and must have completed a minimum of two projects each exceeding $10,000,000 in hard costs utilizing expertise from their Colorado office. All consultants must acknowledge that the sample Architect/Engineer/Consultant Contract terms and conditions are workable without reservation, with any exceptions requiring formal written communication before the solicitation closes. Colorado labor must be employed for at least 80% of the work in compliance with C.R.S. 8-17-101, and the facility design must meet guidelines prescribed by the Colorado Commission on Higher Education and incorporate universal accessibility requirements. The design process is anticipated to follow a Design/Bid/Build delivery method, and the consultant will provide basic services as described in the sample contract agreement. Preference shall be given to Colorado resident vendors and Colorado labor as provided by law. All submittals become the property of the State of Colorado and will not be returned.

II. PROJECT OVERVIEW

Introduction Lamar Community College (LCC) is a comprehensive community college serving students and communities throughout southeastern Colorado. As an institution committed to education, workforce development, and community engagement, LCC plays an important role in strengthening the region through accessible higher education, career and technical training, and partnerships with local organizations and businesses.

LCC’s commitment to student success extends beyond the classroom. The College recognizes the importance of providing opportunities for students and community members to participate in athletics, recreation, and activities that promote health, wellness, leadership, and personal development. Through strategic investment in facilities and community partnerships, LCC has an opportunity to further strengthen its role as an educational, recreational, and economic asset for southeastern Colorado.

The proposed multi-sport complex represents an opportunity to build upon this mission by creating a high-quality athletic destination that supports Lamar Community College, local schools and youth programs, regional athletes, and the broader community.

Background Lamar Community College is soliciting RFQ’s to develop a Program Plan for a proposed Multi-Sport Complex that will be a premier regional sports and recreation facility designed to support soccer, baseball, and softball while providing a high-quality venue for collegiate athletics, recreational leagues, tournaments, training programs, and community events.

The Program Plan will support the vision to create a centralized, professionally designed athletic destination that expands opportunities for participation in organized sports, promotes healthy lifestyles, supports development, and strengthens the surrounding community and local economy.

The complex will be designed with flexibility and long-term growth in mind. The facility will incorporate multiple competition and practice fields, appropriate spectator amenities, player facilities, parking, lighting, concessions, restrooms, storage, and other supporting infrastructure necessary to accommodate both routine practices and large regional tournaments.

The Program Plan will need to meet the guidelines prescribed by the Colorado Commission on Higher Education (CCHE) this commission serves the Colorado Department of Higher Education (CDHE). The Facilities Program Planning, General Provisions and Policies can be found at https://cdhe.colorado.gov/sites/highered/files/2020-03/iii-parte.pdf The Program Plan deliverable will need to meet universal accessibility requirements
