About this opportunity
Greenville Water is requesting Statements of Qualifications from Design-Build Teams for the Hillandale Pump Station Replacement Project under a Progressive Design-Build delivery model, with SOQs due September 1, 2026, and a mandatory pre-submittal meeting on August 11, 2026, at 10:30 a.m.
Selection is qualifications-based; pricing is not evaluated in the RFQ phase. The scope encompasses replacement of the existing Hillandale Booster Pump Station, yard piping, electrical and controls upgrades, site improvements, and ancillary infrastructure supporting the Paris Mountain service area. Work includes civil, structural, mechanical, electrical, instrumentation, and controls systems; site investigations; utility coordination; permitting; temporary operations planning; construction sequencing; and comprehensive commissioning. The project maintains existing firm capacity of approximately 500 gallons per minute and targets final completion approximately eighteen months following execution of the Design-Build Agreement.
The project is structured in two phases: Phase 1 (preconstruction and design development) and Phase 2 (final design and construction). During Phase 1, the selected team will advance design, identify and evaluate project risks, develop construction pricing through transparent open-book cost estimating, and establish a Guaranteed Maximum Price for Owner acceptance before Phase 2 authorization to proceed.
Greenville Water's current anticipated Design-Build budget is approximately $4 million for planning purposes only and does not establish a guaranteed contract price. Phase 1 Services compensation and final contract terms will be negotiated following selection. The project will be funded through Greenville Water's capital improvement program.
Up to three responsive offerors will be shortlisted for interview. The Notice of Final Selection is anticipated for October 6, 2026. Submissions are required through the CivCast electronic procurement portal. The selected Design-Builder must be properly licensed and authorized to conduct business in South Carolina and maintain specified insurance throughout the project duration. This procurement is conducted under South Carolina Consolidated Procurement Code provisions.
