3.3 OUTLINE OF THE PROCUREMENT PROCESS

A. Request for Qualifications (RFQ) and Selection

1. This RFQ invites firms to submit SOQs describing in detail their technical, management, and financial qualifications to deliver the Project. The issuance of this RFQ is the first phase of the Procurement process.

2. Offerors will submit their SOQ and other deliverables required pursuant to this

Procurement at the time and in the manner set forth in this RFQ and any Addenda. The

Owner will not consider SOQs or other deliverables that are submitted after the time set forth in the RFQ. Offerors are solely responsible for making sure that the Owner receives the SOQ in a timely fashion.

3. The Owner will evaluate the information submitted by each Offeror for responsiveness to this RFQ and will evaluate each responsive SOQ pursuant to the evaluation criteria described herein.

4. All SOQs will be evaluated in accordance solely with the criteria established in the RFQ and any Addenda issued thereto. The evaluation criteria are listed herein, including the relative weight given to each criterion.

5. Not more than three responsive and responsible Offerors will be shortlisted and invited to participate in interviews. Following interviews, the Owner will rank the shortlisted

Offerors and may begin negotiations with the highest-ranked Offeror.

6. The Owner will determine the shortlist and final ranking in accordance with the evaluation and scoring process described within this RFQ.

7. After shortlisting, the Offeror may not replace any Team Member or Key Team Member identified in the SOQ without the Owner’s prior written approval. Any approved change may result in re-evaluation of the Offeror’s qualifications and ranking.

B. Evaluation and Ranking of Offerors

1. The Owner will evaluate and rank Offerors through a two-step process consisting of:

a. Written SOQ evaluation to determine the shortlist; and

b. Interviews of shortlisted Offerors to determine the final ranking and selection recommendation.

2. The Owner will evaluate each responsive Written SOQ using the evaluation criteria and weighting identified. Each evaluator will assign a qualitative rating for each criterion using the scoring methodology described in this Section. Based on the Written SOQ scores, the

Owner will shortlist not more than three responsive and responsible Offerors for interviews. The Owner may average evaluator scores or otherwise normalize scores for consistency before determining final Written SOQ scores.

3. Following interviews, the Owner will evaluate each shortlisted Offeror using the interview criteria and weighting identified in this RFQ. Interview scores will determine the final ranking and selection recommendation. Written SOQ scores will not be combined with interview scores for final ranking. The Owner will begin negotiations with the highest ranked Offeror. If the Owner is unable to reach agreement with the highest ranked

Offeror, the Owner may terminate negotiations and begin negotiations with the next highest ranked Offeror, in accordance with applicable law and Owner procurement requirements.
