About this opportunity
Hall County Board of Commissioners, Georgia is requesting qualifications for grant administration services for a Community Development Block Grant (CDBG) focused on water mainline and water service tap installation, with proposals due October 18, 2021 at 5:00 p.m. to Alison Palmer, County Clerk, at PO Box 489, Buchanan, GA 30113-0489. HUD Section 3 compliance is mandatory for this CDBG-funded contract—firms must meet one of three methods: certification as a Resident-Owned Business with 51 percent or greater ownership by Section 3 residents, commitment to employ Section 3 residents for at least 30 percent of permanent full-time workforce, or subcontracting a minimum of 25 percent of total award value to qualified Section 3 business concerns. All contractors and subcontractors must conduct outreach to low-income residents and Section 3 businesses through at least three designated sources before hiring non-Section 3 personnel and maintain compliance records for three years after contract close.
The RFQ requests demonstration of successful local-government CDBG program implementation and grant administration experience. Responding firms must address firm history and resources, CDBG and Georgia Department of Community Affairs grant program experience, key personnel qualifications, current workload, proposed scope and level of services, proximity to project location, experience with similar projects and references, and associated fees for grant writing and administration. If CDBG funds are awarded, this procurement may lead to additional project contracts and amendments for planning, administrative, and related services for state and federally funded projects. All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs. Allen-Smith Consulting was awarded this contract. Hall County is an Equal Opportunity Employer and complies with Section 504 of the Rehabilitation Act of 1973. Questions may be directed to Alison Palmer at 770-646-2002 or 770-646-2035 (fax).
