About this opportunity
Hancock County is seeking an architectural firm to provide design and inspection services for a Community Development Block Grant (CDBG) application, with the project focusing on rehabilitating a historic train depot into a 4-H program building. The Request for Qualifications (RFQ) requires firms to submit three copies of their proposal by 4:00 PM on November 24, 2025, with one digital and two hard copies. Key deliverables include preparing a Preliminary Architectural Report (PAR) with cost estimates, due by February 2, 2026, and providing comprehensive architectural and design services for local state and federally funded projects. Firms must demonstrate technical qualifications, architectural licensing, and experience with similar CDBG projects. The evaluation criteria will assess geographic accessibility, track record with CDBG projects, prior project experience, response quality, community experience, and price competitiveness, with potential scores ranging from 0-5 points across six key selection factors. The county reserves the right to request additional information, interview consultants, and waive minor irregularities in submissions.
The procurement opportunity is designated as a Section 3 contract, which means preference will be given to low-income residents and businesses that meet specific workforce and ownership criteria. The project is subject to the Build America, Buy America Act requirements and must comply with federal procurement guidelines including the Uniform Administration Requirements. Firms must provide documentation of Errors and Omissions insurance and can potentially earn additional points for being a Section 3 or Minority/Women-owned Business Enterprise (MBE/WBE). While no specific budget range is detailed, the project's funding is contingent upon receiving a grant from the Georgia Department of Community Affairs. Interested parties can obtain the full RFQ packet by contacting Nicee D. Long at the Center for Community Development, either by phone at 706-651-7301 or email at nlong@csrarc.ga.gov. All consultants will be responsible for their own submission costs, and the contract award is explicitly tied to successful grant funding.
