About this opportunity

Indian River County is requesting qualifications for consulting services on the 82nd Avenue Utility Corridor project, an RFQ for pre-design planning, coordination, and project development supporting water and wastewater service expansion, with qualifications due September 29, 2026. Four firms—Kimley-Horn and Associates, AtkinsRealis, Arcadis, and HDR Engineering—submitted statements of qualifications by the deadline.

The scope encompasses pre-design planning, coordination, and project development during the planning phase, with continued engagement anticipated through design and construction phases. Technical parameters and baseline conditions are detailed in Attachment A (force main infrastructure specifications). All work products, documents, reports, and data become the property of Indian River County.

The contract is structured as a professional services agreement with an initial three-year term from execution, with an option to renew for one additional two-year period upon mutual consent. Compensation is on a deliverable basis with a mutually agreed-upon maximum not-to-exceed professional fee per completed task. The consultant must maintain General Liability insurance ($1 million combined single limit), Auto Liability ($500,000 combined single limit), and Professional Liability ($1 million per claim / $2 million aggregate).

Respondents must submit multiple compliance certifications: debarment certification; foreign entity ownership affidavit; certification regarding prohibition against contracting with scrutinized companies (with expanded scrutiny for contracts valued at one million dollars or more); anti-human trafficking affidavit; disclosure of relationships with Indian River County Commissioners or employees; and a lobbying certification (Standard Form-LLL for offers exceeding $100,000 or those funded under FEMA PA Grants).

All inquiries and questions must be submitted exclusively through the Public Q&A area in Euna Bonfire. Direct contact with county staff, officials, or advisors outside Procurement regarding the project or solicitation is prohibited and may result in disqualification. Addendum 1 supersedes or supplements the original RFQ terms.
