About this opportunity

The Department of Veterans Affairs Network Contracting Office 21 is requesting quotes for fire alarm and fire protection system inspection, testing, maintenance, and repair services across five VA Medical Centers in California (Palo Alto, Menlo Park, Mountain View, Sunnyvale, and Livermore) under RFQ 36C26127Q0025, with quotes due September 25, 2026 at 11:00 a.m. PDT. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; offerors must maintain SDVOSB certification at time of quote submission and throughout performance.

The scope covers comprehensive maintenance of approximately 12,313 fire alarm devices and fire suppression systems across the five facilities. Services include 24-hour/7-day emergency response with a maximum 4-hour on-site response time, unlimited service calls, monthly in-person supervision meetings with the Contracting Officer's Representative, and testing at specified intervals (quarterly, semi-annually, and annually depending on device type). All work must comply with NFPA 72, NFPA 25, NFPA 101, NFPA 99, and The Joint Commission accreditation standards. Contractors must provide proof of NICET Level 2 certification for all service technicians and submit the VA Acquisition Regulation (VAAR) Clause 852.219-75 Certificate of Compliance demonstrating limitations on subcontracting; failure to provide these certifications results in exclusion from evaluation and ineligibility for award.

The base contract runs November 1, 2026 through October 31, 2027, with four optional one-year renewal periods extending through October 31, 2031. Required insurance includes general liability of $500,000 per occurrence, automobile liability of $200,000 per person/$500,000 per occurrence, and employer's liability coverage of at least $100,000. Applicable wage determinations are WD 2015-5641 (Revision 32), WD 2015-5637 (Revision 34), and WD 2015-5623 (Revision 31), all dated August 20, 2026. Monthly invoices must be submitted in arrears through the VA Financial Services Center's electronic invoicing system.
