About this opportunity
The City of Phoenix is requesting qualifications from consultant teams to provide engineering services for the 91st Avenue Wastewater Treatment Plant Aeration Rehabilitation Design, with statements due October 16, 2026 and a pre-submittal meeting scheduled October 5 at Phoenix City Hall.
The 560-acre facility treats 230 million gallons per day and has operated since the early 1960s. The scope encompasses engineering analyses, design, permitting, programming, and construction administration and inspection services for rehabilitation or replacement of aeration basin facilities and equipment, blower buildings, ancillary support systems, and related infrastructure. Services include assessment site visits to identify and prioritize assets, development of construction drawings and specifications, permitting, cost analyses, and coordination with the Construction Manager at Risk (CMAR). The project site is located at 5615 S 91st Avenue, Tolleson, Arizona.
Evaluation is qualifications-based with no formal interviews. Selection criteria rank project understanding and approach most heavily at 34.3 percent, followed by the prime firm's design and construction administration and inspection experience, key personnel qualifications, staffing information and availability, and reference checks. The City will select three to five teams for a final list and negotiate scope with selected consultants. The expected selection date is early November 2026, with a scope meeting anticipated in mid-November.
Submittals must be a single Statement of Qualifications in PDF format, maximum 12 pages, with font no smaller than 10 point and page size 8 by 11 inches, addressing all evaluation criteria. All firms must register as vendors with the City of Phoenix through its electronic Procurement Portal prior to submittal. Proposers are prohibited from direct contact with City employees, evaluation panel members, or elected officials outside designated communication channels; violation results in automatic disqualification. The City reserves the right to reject any or all qualifications and waive irregularities.
