About this opportunity

The City of Baxley, Georgia is issuing a Request for Qualifications (RFQ) seeking qualified engineering firms to establish a pool of contractors for professional engineering services related to public works infrastructure projects. The procurement covers preliminary engineering reports, engineering design services, construction management services, grant compliance support, and general engineering consultation for water system improvements, sewer system improvements, stormwater drainage improvements, and related public works infrastructure. Responding firms must be licensed to practice engineering in Georgia and demonstrate experience with Federal and/or State grant-funded infrastructure projects. Qualifications will be evaluated based on technical qualifications, demonstrated success with grant-funded projects, quality of references, capacity and availability, proposed fee structure and value, compliance with submission requirements, qualifications of key personnel, and ability to provide comprehensive services. Questions regarding the RFQ must be submitted by May 8, 2026, at 5:00 PM EST, and Statements of Qualifications are due by May 20, 2026, at 3:00 PM EST, with submissions accepted via email to manager@baxley.org or in-person delivery to City Hall at 282 East Parker Street, Baxley, Georgia 31513. Submissions must include company information, a notarized affidavit per O.C.G.A. 13-10-91(b)(1), qualifications summary, at least three project references completed within the past five years, key personnel identification, proposed subcontractors, basis of pricing, Federal certifications, and evidence of professional liability and general liability insurance.

The City has designated this opportunity as potentially subject to the Build America, Buy America Act (BABA), requiring that American-made products be utilized in projects, and the procurement is covered under Section 3 of the HUD Act of 1968, with Section 3 Business Concerns particularly encouraged to apply. Funding sources identified include Community Development Block Grant (CDBG) programs and State Disaster Recovery Efforts grants, though no specific award values or budget ranges are specified in the RFQ. The City Council retains final authority to approve and award qualifications to selected firms, and selection to the qualified pool does not guarantee assignment to any specific project. The RFQ establishes a pool mechanism whereby the City reserves the right to issue task orders or enter into specific project agreements with selected firms as funding becomes available and projects are identified. No incumbent vendors or current contractor information is provided in the procurement documentation.
