About this opportunity

The Town of Catskill, New York (Greene County) has issued a Request for Qualifications (RFQ) for engineering services to support a sewer remediation and inflow/infiltration project in the Hamlet of Cementon. The procurement seeks qualified engineering firms to provide comprehensive post-approval services for an anticipated Office of Community Renewal (OCR) Small Cities Community Development Block Grant (CDBG) project, with services including design, preparation of bid specifications, bidding assistance, construction administration, inspection services, and as-built drawings for Phase 2 sanitary sewer collection and treatment improvements. The scope encompasses wastewater treatment plant upgrades including replacement of sand media on filter beds, distribution piping replacement, disinfection system improvements, dosing equipment modifications, and pump station improvements featuring modern standards, redundancy, emergency power, control panels, and SCADA systems. Qualification statements must be submitted in seven printed copies plus one digital PDF copy by 2:00 PM on May 13, 2026, to the Catskill Town Offices, Office of the Town Clerk, 439 Main Street, Catskill, New York 12414, with project completion required by December 2028. Evaluation criteria totaling 100 points include: successful provision of engineering services to similar projects within the past five years (40 points), capacity and staffing plan (20 points), ability to meet the December 2028 deadline (20 points), and understanding of scope with a detailed work plan (20 points).

Minority and Women Business Enterprises (M/WBE) and Section 3 business concerns are encouraged to apply, though no specific set-aside restrictions limit competition to these designations. Delaware Engineering has been identified as a business enterprise awarded an identical or substantially similar procurement contract within the past five years. The anticipated Community Development Block Grant funding does not exceed $1,500,000. The Town reserves the right to reject any and all submissions, with all preparation costs borne by respondents. The Request for Qualifications was posted on April 21, 2026, with the Consolidated Funding Application anticipated for submission in July 2026 and project announcements expected in December 2026.
