About this opportunity

The City of Roberta, located in Dade County, Georgia, is issuing a Request for Qualifications (RFQ) to solicit qualified engineering firms to provide comprehensive design and construction management services for water and sewer infrastructure improvements. The project will be funded through the FY 2027 Community Development Block Grant (CDBG) program and supplemental grant funding from the Southeast Crescent Regional Commission (SCRC), Georgia Environmental Finance Authority (GEFA), and other potential grant programs. Required deliverables include comprehensive engineering plans and cost estimates, permit acquisition and clearances, bid and contract documents, bidders conferences, construction supervision with a minimum of one site visit per week, project close-out documentation, and certification of completion. Firms must demonstrate understanding and implementation of Build America, Buy America (BABA) provisions and possess experience with CDBG-funded projects. Interested parties must request the RFQ package from Cammi Sanchez at the Middle Georgia Regional Commission by calling (478) 751-6160 or emailing csanchez@mg-rc.org, with sealed proposals due no later than 5:00 p.m. on April 7, 2026. The successful respondent will be notified on or before April 22, 2026, and must submit a completed Preliminary Engineering Report by February 5, 2027, to support the CDBG application deadline of April 2, 2027. Proposals must include firm history, principal personnel resumes, key staff assigned with CDBG experience, cost schedules for general and additional services with reimbursable expense fees, a professional services contract structure utilizing direct costs plus fixed fee not to exceed a lump sum, and an implementation timeline with identified key milestones.

This procurement includes a Section 3 set-aside designation under the HUD Act of 1968, which requires that Section 3 Residents and Business Concerns be encouraged to apply, with employment and economic opportunities generated by CDBG funds directed toward low and very low-income persons and business concerns to the greatest extent feasible and consistent with federal, state, and local laws and regulations. The project must affirmatively further fair housing by analyzing and overcoming impediments to fair housing choice, and must comply with the Americans with Disabilities Act and Section 504 of the Rehabilitation Act to ensure that qualified individuals with disabilities are not excluded from participation or denied benefits of services, programs, or activities. The City of Roberta reserves the right to accept or reject any or all proposals and operates as an equal opportunity employer. No specific award value or budget range is disclosed in the procurement documents; funding is contingent upon the actual award of grant funds from the identified grant programs. All work is subject to strict adherence to applicable federal and state regulations governing CDBG-funded projects.
