About this opportunity

Spokane Transit Authority (STA) is requesting qualifications from design and engineering firms to survey, design, engineer, permit, and provide construction support for a Battery Electric Bus charging and layover facility in downtown Spokane, with proposals due November 17, 2026 at 4:00 p.m. Pacific Time.

The scope encompasses design and engineering for three BEB pantograph chargers, an operator comfort station, and associated utility, civil, electrical, mechanical, structural, fire protection, traffic, and landscape architecture infrastructure. Deliverables include cost estimating, real estate consultation, surveying, environmental documentation, and bid and construction documents, with construction management support as required. The project supports STA's Connect 2035 strategic plan.

The contract term runs March 1, 2027 through February 28, 2030. Compensation is negotiated and structured by hourly direct salary rates, WSDOT-approved audited or Safe Harbor indirect cost rates, and fixed profit rates; hourly rates may adjust annually on the contract anniversary based on CPI-U not to exceed five percent. The source does not specify an estimated contract value.

Proposers must hold active Washington State Secretary of State registration, Washington State Business License, and a Worker's Compensation Account at proposal submission. Financial capacity evidence is required.

The evaluation committee weights previous performance and relevant experience at 35 percent, management plan and key personnel at 35 percent, project management and coordination experience at 20 percent, and references at 10 percent. STA reserves the right to conduct interviews, request Best and Final Offers, and award based on best overall interests rather than lowest cost.

A pre-proposal conference is scheduled for October 28, 2026 at 2:00 p.m. Pacific Time via Microsoft Teams. Proposals are submitted via Dropbox. Evaluation occurs November 17 through December 4, with potential interviews in December and Board approval anticipated for February 18, 2027.
