About this opportunity

The Peoria Housing Authority in Illinois is requesting qualifications from developer partners to direct development and redevelopment of its public housing portfolio under RFQ Q26001, with sealed proposals due August 31, 2026 at 3:00 p.m. Central Time and questions due August 14, 2026 at 3:00 p.m. Central Time.

The Authority owns 659 public housing units and administers 2,107 Section 8 Housing Choice Vouchers across multiple sites: Sterling Towers East & West (185 units), River West (102 units), Harrison Homes South (151 units), Scattered Sites (121 units), and potential vacant sites in Peoria. The Authority plans to submit 9% Low Income Housing Tax Credit applications in 2026 and expects immediate work commencement with an expeditious development schedule.

The Developer Partner must demonstrate extensive experience with LIHTC development in Illinois, public housing mixed-finance development, RAD conversions, and affordable housing redevelopment. The team must include architectural, legal, financial, general construction, and property management services, with local LIHTC financing expertise strongly encouraged. Demonstrated capabilities in leveraging CDBG, HOME funds, tax-exempt bonds, and private debt are required.

If the Authority awards to multiple firms, an Indefinite Quantities Contract with a Guaranteed Minimum of $1,000 and Not-to-Exceed Maximum of $100,000 annually per firm will be issued. Fees are not proposed during the RFQ phase; fees will be negotiated with the top-rated proposer after evaluation. The Authority will retain ownership through a newly created non-profit affiliate and provide operating subsidies for public housing units based on HUD federal funding, less amounts retained for monitoring and asset management.

Evaluation criteria are demonstrated understanding of Agency requirements (10 points), quality of technical approach (10 points), technical capabilities and management plan (10 points), relevant experience and past performance with emphasis on HUD and public housing work in Illinois (60 points), and overall proposal quality and organization (10 points).
