About this opportunity
The U.S. Department of Transportation Maritime Administration (MARAD) is requesting quotations for permanent removal, extraction, and scrapping of three underground steel storage tanks containing No. 2 fuel oil at Delano Hall and O'Hara Hall on the U.S. Merchant Marine Academy campus in Kings Point, New York, under RFQ 6923G226Q000028, with proposals due September 9, 2026 at 2:00 p.m. ET. This is a 100% total small business set-aside (NAICS 562910). A mandatory site visit is scheduled for August 25, 2026 at 10:30 a.m. ET, with questions due August 26, 2026 at 2:00 p.m. ET.
The scope encompasses four phases: fuel product isolation and management, tank cleaning and excavation, soil sampling and site remediation, and backfill and site restoration. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, as both buildings are contributing structures within the USMMA National Historic District. The contractor must obtain all federal, state, county, and local permits and licenses, retain a Professional Engineer approved by the Nassau County Department of Health, and bear all costs associated with fuel polishing, disposal, contaminated soil remediation, site restoration, and any damage to Academy property. Work must be completed within 60 calendar days from contract award. The period of performance extends from September 29, 2026 through September 28, 2027.
This is a Firm Fixed Price contract. Performance and payment bonds are required at 100% of the total award amount. Insurance requirements include comprehensive general liability of $500,000 per occurrence, automobile liability of $200,000 per person/$500,000 per accident, and workers' compensation as required by law. Liquidated damages are assessed at $18,000 or 0.01% of the last invoice amount (whichever is greater) for each day of delay beyond the 60-calendar-day completion period.
Evaluation is based on technical approach (10 pages plus 2-page resume), past performance (2 pages with one example from the past 3 years), and price proposal. Offerors must be registered and maintain active status at SAM.gov throughout contract performance. Proposals are valid through December 31, 2026.
