About this opportunity
The City of Seaside Public Works Department is requesting qualifications from consulting firms to establish a qualified pool under multiple non-exclusive master service agreements, with responses due September 10, 2026 at 4:00 p.m. PST through the OregonBuys portal. The City anticipates awarding approximately 3 to 6 qualified consultants per service category depending on response quality and demand, with no guaranteed minimum volume or frequency of task orders to any awardee.
The RFQ solicits qualifications across up to 14 service categories: civil engineering, geotechnical engineering, environmental engineering, fire protection engineering, structural engineering, transportation/traffic engineering, land surveying/GIS support, architectural design services, natural resources/regulatory support, system master planning, general planning services, project management, and construction management. Statements of qualifications must not exceed six pages for a single category, with two additional pages permitted for each additional category. Proposers must demonstrate experience within the last five years, provide key personnel qualifications and organizational structure, describe project development and management approach, and list at least three relevant projects with references. Pricing information is not included in the qualifications submittal; compensation will be determined through individual task orders issued under the MSA.
The resulting master service agreements carry an initial term of three years with options for the City to extend for up to two additional one-year periods, for a maximum term of five years. The City reserves the right to use direct assignment, competitive task-order solicitation, or qualifications-based selection as permitted by Oregon law for individual projects. All work is assigned through written task orders specifying scope, schedule, compensation method, and maximum authorized amounts. Proposers must comply with Oregon Worker's Compensation Law, civil rights statutes, tax compliance, and the City's purchasing policies. The MSA template requires minimum $2 million combined single limit liability coverage, indemnification, and vests work product ownership with the City. Questions were due August 21, 2026, with responses provided by August 27. The qualified pool list is anticipated for approval September 18, 2026.
