About this file
This is a Request for Qualifications (RFQ) issued by the City of Seaside Public Works Department in Seaside, Oregon, seeking statements of qualifications from consulting firms to establish multiple non-exclusive master service agreements across various service categories. The City is soliciting qualifications for up to 14 service categories, including civil engineering, geotechnical engineering, environmental engineering, fire protection engineering, structural engineering, transportation/traffic engineering, land surveying/GIS support, architectural design services, natural resources/regulatory support, system master planning, general planning services, project management, and construction management services. The RFQ was issued on August 11, 2026, with a response deadline of September 10, 2026, at 4:00 PM PST, to be submitted through the OregonBuys portal. Questions were due by August 21, 2026, with responses provided by August 27, 2026. The qualified pool list was anticipated for approval on September 18, 2026. The resulting master service agreements will have an initial term of three years, with the option for the City to extend for up to two additional one-year periods, for a maximum term of five years. The City anticipates awarding multiple contracts across categories, with approximately 3 to 6 qualified consultants per category, though the exact number depends on response quality and category demand.
Statements of qualifications should not exceed six pages for a single category, with two additional pages allowed for each additional category proposed. Proposers must demonstrate experience within the last five years, provide key personnel qualifications, describe their organizational structure, outline their project development and management approach, and list at least three relevant projects with references. Pricing information should not be included in the qualifications submittal, as compensation will be determined through individual task orders issued under the MSA. The City reserves the right to use direct assignment, competitive task-order solicitation, or qualifications-based selection as permitted by Oregon law for individual projects. All work will be assigned through written task orders that specify scope, schedule, compensation method, and maximum authorized amounts. The City does not guarantee a minimum number, frequency, or dollar value of task orders to any qualified consultant and may obtain services outside the pool when permitted by law. Proposers must comply with all federal, state, and local requirements, including Oregon Worker's Compensation Law, civil rights statutes, tax compliance provisions, and the City's purchasing policies. A Master Service Agreement template is provided establishing terms including insurance requirements (minimum $2 million combined single limit liability coverage), indemnification obligations, work product ownership by the City, and provisions for contract termination.

Individual projects will be authorized later through written task orders using the procedures described in this Request for Qualifications (RFQ) and applicable City and state procurement requirements. Based on the review of submitted RFQs, the City intends to award master service agreements with a short list of approved consultants who will be eligible to be considered for assignments within their qualified service categories. One digital copy of the written materials in response to this RFQ must be submitted online to the OregonBuys portal no later than the due date of 4:00 P.M. Failure to clearly identify the statement of qualifications in the subject line may cause misrouting of the statement of qualifications and late delivery, resulting in disqualification.
1.06 Statement of Qualifications Withdrawal
Any statement of qualifications may be withdrawn at any time before the RFQ due date and time specified in Section 1.03, Schedule, by providing a written request for the withdrawal of the statement of qualifications to the City. A duly authorized representative of the firm shall execute the request. Withdrawal of a statement of qualifications will not prejudice the right of the proposer to file a new statement of qualifications on this or future projects.
1.07 Rejection or Acceptance of Statement of Qualifications
The City reserves the following rights with regard to the submittals:
a. Disregard any or all irregularities in the statement of qualifications.

1.08 Qualifications Based Selection
The City will use qualifications-based selection for architectural, engineering, land surveying, transportation planning, and other services required by ORS Chapter 279C and applicable administrative rules. Other consulting or personal services included in this RFQ will be selected and assigned in accordance with the City Purchasing Policy and other applicable law. Qualification for the pool does not determine the legal classification or procurement method for a future task order.
1.09 Proposing for Multiple Categories of Work
The City seeks prime consultants for each Category. The City is not seeking comprehensive teams or prime/sub combinations. The City will evaluate and determine qualification separately for each service category identified by the proposer. Qualification in one category does not automatically qualify a firm in another category. Proposers may respond to one or more Categories. If responding to multiple Categories:
· A single statement of qualifications may be provided.
· The total number of pages for the statement of qualifications should not exceed six (6) pages if the proposer is submitting for one (1) category. Two (2) additional pages can be added for each additional category proposed on.
· Complete your statement of qualifications as specified in Section 3.
1.10 Multiple Awards, Contract Term and New Proposers
The City intends to award multiple contracts as a result of this RFQ (approximately 3 to 6 depending on the category and response). The City will establish a qualified pool of consultants for each category of work. Agreements resulting from this RFQ will have an initial term of three years. The City may, at its sole discretion, extend an agreement for up to two additional one-year periods, for a maximum term of five years. The City may, but is not required to, reopen this RFQ periodically, including annually, to consider additional qualified firms or service categories. Existing agreements will remain in effect unless otherwise terminated or amended.
The pool may be used for direct appointment or direct assignment, competitive task-order solicitation, qualifications-based selection, or another procurement method authorized by applicable law and City policy. The City can choose to terminate qualified pool(s) at any time. The City makes no guarantee as to the size or frequency of task orders assigned under awarded contracts.
The City reserves the right to terminate the contract and/or remove any Consultant not meeting the specifications of this RFQ from the qualified pool at any time within the contract period.
1.11 Public Records
Any material submitted by the proposer shall become the property of the City unless otherwise specified. After the selection process has been completed, the statement of qualifications shall be open to public inspection. Records submitted in response to this RFQ are public records and will be retained and disclosed in accordance with Oregon Public Records Law and applicable public contracting statutes. The City will maintain confidentiality to the extent permitted by law during evaluation and negotiation. Proposers must clearly identify any material they contend is exempt from disclosure and provide the basis for the claimed exemption.

Section 2 – Scope of Work
2.01 General Background
The City of Seaside is located approximately 80 miles northwest of Portland and 15 miles southwest of Astoria, on the western shores of Clatsop County, Oregon. The Seaside Water District extends throughout the City limits, north of the City along Lewis and Clark Road, and south for about 5 miles along the US-26/US-101 corridor. The wastewater system is almost exclusively within the City limits. The City’s population is growing and is currently about 7,241.
2.02 Invitation
The City has ongoing needs for professional services. These needs include emergencies, development projects, repairs, renovations, new construction projects, regulatory support, and supplemental internal staffing. The City will establish a pool of on-call consultants from which to draw as these needs arise. Inclusion in a qualified pool does not by itself authorize the consultant to perform work. Each project or assignment must be separately authorized in writing and will be assigned using the procedures in Section 2.07 and the procurement requirements applicable to that task.
Therefore, the City of Seaside, Public Works Department, is requesting statement of qualifications from firms qualified and interested in providing professional services to the City on an as-needed basis in the following categories:

2. The City will identify consultants within the applicable pool that have the necessary experience, professional qualifications, licenses, availability, and capacity for the assignment.
3. Pricing information will not be considered when evaluating consultants for contracts requiring Qualifications Based Selection, as specified in ORS 279C.110. Some tasks will require negotiation between City and Consultant. City reserves the right to cease negotiations and begin negotiations with another qualified Consultant, in the event negotiations are not successful.
The Master Service Agreement will specifically list the following items for each of the proposers:
1) Any and all service categories awarded to the proposer;
2) The terms and extensions;
3) The non-exclusive status;

The Master Service Agreement will not authorize payment by itself. Compensation is authorized only through written task orders issued under the Master Service Agreement. Each task order will state a maximum amount payable for that assignment, and the Consultant shall not exceed that amount without written amendment.
The City does not guarantee any consultant a minimum number, frequency, or dollar value of task orders and may obtain services outside the pool when otherwise permitted or required by law or City policy.

I am an employee of the Proposer, I have knowledge of the Request for Qualifications referenced herein, and I have full authority from the Proposer to submit this affidavit and accept the responsibilities stated herein.
I am aware that the Proposer has submitted a Statement of qualifications, dated on or about _______________________ (the “Statement of qualifications”), to the City of Seaside (City) in response to the Request for Qualifications, Consulting Services Qualified Pool Lists, and I am familiar with the contents of the Request for Qualifications and Statement of qualifications.
I have read and am familiar with the provisions of Oregon’s Public Records Law, Oregon Revised Statutes (“ORS”) 192.311 through 192.478, and the Uniform Trade Secrets Act as adopted by the State of Oregon, which is set forth in ORS 646.461 through ORS 646.475. Derives independent economic value, actual or potential, from not being generally known to the public or to other persons who can obtain economic value from its disclosure or use; and Is the subject of efforts by the Proposer that are reasonable under the circumstances to maintain its secrecy.
I understand that disclosure of the information referenced in Exhibit A may depend on official or judicial determinations made in accordance with the Public Records Law.

Any conflict between this Agreement and Provider's proposal (if any) shall be resolved first in favor of this written Agreement. Provider will, in the rendering of its services to City, use its best efforts and due diligence, in accordance with all commonly accepted industry standards, and will provide such personnel as are necessary to successfully provide the services covered under this Agreement and associated task orders from the City. Any delay or failure on the part of City to provide a written response to Provider shall constitute neither agreement with nor acquiescence in Provider's statement or claim and shall not constitute a waiver of any of City’s rights.
9. Provider is Independent Contractor Provider is an independent contractor for all purposes and shall be entitled to no compensation other than the compensation expressly provided by this Agreement. For clarity’s sake, the parties agree that Provider is economically independent from City and is free to operate its own independent business in addition to its performance of the services under this Agreement.
