About this opportunity

Kitsap County Public Works Solid Waste Division is requesting qualifications from consultants for ongoing implementation of remedial action at the closed Olalla Landfill, with submittals due October 27, 2026, and a mandatory site visit on September 16, 2026 at 9:30 a.m.

The scope covers groundwater monitoring, surface water monitoring, landfill gas system monitoring, evaluation and reporting of monitoring data, and completion of a 5-year review process at the 6.5-acre facility in southern Kitsap County. The remedial action strategy is natural attenuation of groundwater with monitoring and institutional controls. The selected consultant must hold active professional licenses and provide qualified personnel including a licensed geologist, hydrogeologist, or professional engineer to conduct all sampling activities. All laboratory analyses must be performed by laboratories accredited under Washington Administrative Code Chapter 173-50 WAC. Semi-annual monitoring typically occurs in June and December, with surface water sampling during the rainy season (November through December). The consultant must deliver semi-annual reports within 45 days of sampling completion and annual reports within 60 days of calendar year-end, with all data submitted to Ecology's Environmental Information Management database semi-annually. Records must be retained for a minimum of 10 years following contract termination.

The contract term spans approximately five years, with services beginning February 1, 2027 and terminating in the first quarter of 2032 following submission of the 2031 Annual Report. Pricing is based on estimated hours per task for the first year, with costs encompassing all labor, equipment, laboratory services, shipping, and incidentals. Written questions are due September 22, 2026 at 12:00 p.m. Interviews are tentatively scheduled for November 17, 2026. Contract execution is expected in January 2027. Evaluation criteria emphasize groundwater and surface water monitoring experience at similar closed landfills, staff qualifications, data evaluation and statistical analysis expertise, estimated hours, cost control demonstrated ability, past performance references, and proposal quality.
