About this opportunity

The City of Phoenix, Arizona, Office of the City Engineer is requesting qualifications for a Construction Manager at Risk (CMAR) for the Phoenix Sky Harbor International Airport Rental Car Center Vertical Transportation Modernization project, with statements of qualifications due August 7, 2026 by 12:00 p.m. Phoenix time and a mandatory pre-submittal meeting on July 24, 2026 at 10:00 a.m.

Small Business Enterprise participation is highly encouraged but not set-aside. The CMAR will assume project delivery risk through a Guaranteed Maximum Price (GMP) contract, with an estimated construction cost of $50 million over a six-year project term. The scope encompasses modernization and replacement of 12 elevators and 18 escalators at the Rental Car Center located at 1805 E. Sky Harbor Circle South, Phoenix. Work will be performed in segmented phases to minimize operational disruption, with night work and multiple shifts required at certain locations. The modernization addresses internal component replacement, updated finishes, and new technology integration to extend useful life and support the airport's zero carbon status goals.

Firms must hold appropriate Arizona contractor licenses and submit current bonding capacity statements from A- or better-rated Surety Companies. The CMAR will collaborate with the designer of record and City staff, implement the City's subcontractor selection process, and participate in a local and SBE participation goal-setting process. All project records must be maintained electronically through UNIFIER, the City's web-based project management database, with the GMP submitted in MAG or CSI format.

Evaluation criteria are weighted as follows: general firm information (14.7%), firm experience and qualifications (24.5%), key personnel experience (24.5%), understanding of project approach (34.3%), and reference checks (2.1%). Selection notification is expected in early September 2026, with a scope meeting scheduled for late September 2026. Virtual attendance at the pre-submittal meeting is available via Microsoft Teams.
