About this opportunity
The USDA Agricultural Research Service is soliciting bids for demolition and reconstruction of a collapsed blueberry greenhouse facility in Chatsworth, New Jersey under RFQ Solicitation_1232SA26Q1001, with sealed offers due September 14, 2026 and a mandatory site visit on September 3 at 10:30 a.m. Eastern. This opportunity is set-aside for Total Small Business concerns under NAICS 236220 (Commercial and Institutional Building Construction) with a $45 million size standard.
The scope comprises two line items: base demolition and removal of the existing collapsed greenhouse (CLIN 0001) and construction of a replacement greenhouse facility (CLIN 0002, optional). Offerors must submit pricing for both base and optional items to be considered responsive. Work must commence within 10 calendar days of notice to proceed and be completed within 270 calendar days, including final cleanup. The mandatory site visit is at 125 Lake Oswego Road, Chatsworth, New Jersey 08019, with email registration required the day prior.
The anticipated project magnitude is between $250,000 and $500,000. The Government will award a firm-fixed-price contract to one awardee, allowing 60 calendar days for offer acceptance. Performance and payment bonds are not required.
Evaluation follows the lowest price technically acceptable method. Only the lowest-priced offer will initially be evaluated for technical acceptability. Technical acceptability requires detailed explanations of capability, demonstration of trade-specific knowledge and site-specific approach, evidence of two recent and relevant projects with verifiable details, and attendance at the mandatory site visit. Proposals must include the word "quandary" twice; general or machine-generated explanations will be deemed unacceptable. The Government will utilize CPARS past-performance data to rate contractors as acceptable, neutral, or unacceptable. Questions are due September 8 at 7:00 a.m. Eastern. Offerors must be registered in the System for Awards Management (SAM) with active registration at solicitation closing.
