About this opportunity

The State of Oregon Department of State Police is soliciting a Request for Quotation (RFQ) for specialized blood and urine collection kits for forensic and medical testing purposes. The procurement involves two distinct kit types with precise specifications: a urine collection kit containing a 90ml specimen container with temperature indicator strip, specimen label, biohazard transport pouch, tamper evident tape, procedural instructions, and a 5" x 3" x 2" mailing box with green-bordered labels, and a blood collection kit comprising a 21-gauge safety needle, single-use needle holder, two 10ml evacuated glass tubes with specific chemical preservatives, blood collection report, non-alcoholic preparation pad, tamper evident tape, and a protective mailing box with red-bordered labels. The kits must be designed with single openings that do not tip easily when stacked and must use pre-approved medical supplies to ensure compliance with bloodborne pathogen exposure prevention protocols. The RFQ was posted on November 17, 2025, with proposals due by December 10, 2025. Evaluation criteria emphasize precise kit configuration, safety features, packaging integrity, and compliance with specified medical equipment standards.

The contract opportunity appears open to all qualified vendors capable of meeting the stringent technical specifications, with no explicit set-aside designations for disadvantaged enterprises mentioned in the documents. The proposed price agreement has a not-to-exceed value of $250,000, with an initial five-year contract term and potential extensions up to ten additional years. Contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Workers' Compensation Insurance. Price adjustments are permitted once per calendar year starting in 2026, with increases requiring 60-day advance notice and supporting documentation. The State of Oregon reserves the right to terminate the agreement with 30 calendar days' written notice, and the contractor must provide immediate pricing benefits if lower rates are offered to other customers. Contractors will be paid within 45 calendar days after invoice submission, with all deliveries made FOB Destination with prepaid shipping and handling costs.
