About this opportunity

The City of Talent, Oregon is requesting quotes for asbestos abatement services at the Historic Town Hall (206 E. Main Street), with quotes due September 10, 2026 at 2:00 p.m.

The scope covers complete removal, transport, and lawful disposal of asbestos-containing roofing materials — approximately 1,600 square feet of roof area comprising five layers of asbestos-containing material (approximately 8,000 layer-square-feet). Contractors must address prevailing wage compliance, as the project is anticipated to be subject to applicable Oregon prevailing wage requirements, and include all applicable wage rates, fringe benefits, payroll burden, supervision, reporting, and certified payroll costs in their bids.

Contractors must maintain current Oregon Construction Contractors Board (CCB) registration, asbestos licenses/certifications, required insurance coverage, and a City of Talent business license. The bid form requires line-item pricing for permits and notifications, mobilization and supervision, consumables, ACM removal labor, generator and fuel, loading and disposal, air monitoring or clearance testing if required, temporary weather protection, and overhead and profit, with unit prices established for additional ACM removal, asbestos abatement labor, generator and fuel, and disposal costs.

Required submissions include contractor qualifications documentation, a completed bid form with itemized pricing, unit prices for authorized changes, proposed schedule and crew size, written assumptions and exclusions, and at least two similar-project references. Site visits may be coordinated through City contact Karen Moakley (kmoakley@cityoftalent.org or 541-613-7093) and are recommended before quote submission. The City reserves the right to reject any or all quotes, waive minor informalities, request clarification, negotiate the final scope, and select the quote determined to best meet its needs, with award subject to the City's contracting requirements and availability of funds.
