City Rights
The City reserves the right to reject any or all quotes, waive minor informalities, request clarification, negotiate the final scope, and select the quote determined to best meet the City's needs. Award is subject to the City's contracting requirements and availability of funds.
1. Scope of Work
The selected contractor shall provide a complete asbestos abatement service for the project limits established with the City and roofing contractor. Work includes the following:
1.1 Preconstruction and Regulatory Requirements
• Verify site access, work limits, roof conditions, staging needs, and the quantity assumptions used for bidding.
• Provide a project-specific work plan, schedule, crew plan, safety procedures, containment approach, and emergency contact information before mobilization.
• Obtain and pay for all asbestos-related permits, notifications, approvals, and fees required for the contractor's work.
• Maintain all required Oregon CCB registration, asbestos licenses/certifications, insurance, and worker qualifications throughout the project.
• Obtain and maintain a current City of Talent business license before beginning work and throughout the project.
• Coordinate the abatement sequence with the City and the City's roofing contractor. No work outside the confirmed limits may proceed without written City authorization.
1.2 Mobilization, Protection, and Temporary Utilities
• Provide all mobilization, supervision, tools, access equipment, fall protection, barricades, signage, containment, and protection of adjacent building elements and occupied/public areas.
• Provide all required PPE and consumables, including suits, gloves, respirator cartridges, plastic sheeting, asbestos waste bags or wrapping, asbestos tape, labels, and warning signs.
• Provide reasonable temporary weather protection and coordinate a weather-tight handoff to the roofing contractor. Clearly identify any limitation or exclusion related to temporary protection.
1.3 ACM Removal
• Remove approximately five layers of asbestos-containing roofing material over approximately 1,600 square feet of roof area.
• Use methods that comply with all applicable federal, State of Oregon, and local requirements governing asbestos work, worker protection, emissions control, and site safety.
• Prevent migration of dust, debris, and water into or onto the building and surrounding property.
Maintain safe access and secure the work area throughout abatement.
• Stop work and notify the City promptly if concealed conditions, additional suspect materials, damaged substrate, or quantities materially different from the bid basis are encountered.
• Do not perform additional compensable work without written authorization from the City. Approved changes shall use the unit prices in the Bid Form unless otherwise agreed in writing.

• Complete final cleanup of the roof, staging areas, access routes, and adjacent areas affected by the work.
• Identify whether required air monitoring, final visual inspection, clearance testing, or third-party oversight is included, excluded, or not applicable. If required for the proposed work method or by regulation, include it in the base bid or clearly price it as an alternate.
