About this opportunity

The County of San Diego, Department of Public Works, is requesting quotations for as-needed sewage and water restoration services for private residences within the Sanitation District boundaries, with quotes due July 21, 2026 and questions due July 10. This solicitation is reserved exclusively for Small-Local Businesses as defined in San Diego County Board Policy B-53, a decision-flipping eligibility restriction.

Scope covers remediation, cleanup, and reconstructive repair services (excluding new construction) for water and sewer-related damage resulting from main stoppages, water main breaks, and sewer backups. Contractors must hold a current California Class B General Building Contractors License, a Hazardous Substance Removal Certification, and registration with the California Department of Industrial Relations. Services are priced as fully burdened hourly rates across five labor categories — General Labor, HVAC, Plumbing, Electrician, and Flooring — with estimated hours spanning Regular Time (250–300 hours by category), Overtime/Saturday (75–100 hours), Sunday/Holiday (75–100 hours), and Urgent Call/After Hours (75–100 hours). Materials and equipment are reimbursed at cost with documentation. An initial half-hour minimum applies, with billing in quarter-hour increments; no trip charges or mileage fees are permitted. Task orders exceeding $25,000 require a payment bond equal to 100 percent of the order value.

The contract term is one year with two optional one-year renewal periods. Prevailing wage compliance is mandatory under California Labor Code Section 1771.4. The contractor must provide 24/7 emergency services with telephone response within 30 minutes and site response within two hours of notification. All work requires prior written authorization from the County. The basis of award combines pricing for the initial term and both option years. The County reserves the right to award a contract, withhold information until negotiations are complete, and separately procure similar services.
