About this opportunity
Lewis County Department of Public Works is soliciting Statements of Qualification (SOQs) from consultant firms to provide comprehensive wetland and stream services countywide. The procurement seeks environmental professionals to support various projects funded through multiple agencies, including the Rural Arterial Program (RAP), Federal Emergency Management Agency (FEMA), Housing and Urban Development (HUD), and the Transportation Improvement Program (TIP). Required services encompass wetland and stream reconnaissance, delineations, mitigation planning, and bank use plans, adhering to technical guidelines from agencies like the U.S. Army Corps of Engineers and Washington State Department of Ecology. The evaluation process will assess five equally weighted criteria: key personnel qualifications, relevant experience, availability and response time, associated costs, and an overall selection team review. Each criterion will be scored with 20 points, with proposal submissions due electronically by September 5, 2025, at 2:00 PM, potential interviews scheduled for September 19, 2025, and final consultant selection targeted for September 30, 2025.
The county actively encourages submissions from disadvantaged, minority, and women-owned firms, implementing an equal opportunity and affirmative action approach to vendor selection. The contract will be structured as a Local Agency A & E Professional Services (Cost Plus Fixed Fee) Consultant Agreement, with a one-year duration and an option to extend for an additional year by mutual agreement. The total agreement amount is not anticipated to exceed $100,000, with potential supplementation for additional time and/or money if necessary. Lewis County reserves the right to amend the Request for Qualifications (RFQ) terms, circulate addenda, or withdraw the RFQ at any time. Consultants must electronically submit their qualifications through OpenGov Procurement, with a strict 10-page limit for the Statement of Qualifications. The project will be advertised in The Chronicle, Seattle Journal of Commerce, and posted on Lewis County's website and the Office of Minority and Women's Business Enterprises website from August 7-14, 2025.
