About this file

Lewis County Public Works - Roads has issued a Request for Qualifications (RFQ) for Annual Wetland and Stream Services for the 2025 WSS project. The county is soliciting Statements of Qualification (SOQs) from consultant firms to provide wetland and stream services for various county projects, including Rural Arterial Program (RAP), Federal Emergency Management Agency (FEMA), Housing and Urban Development (HUD), and Transportation Improvement Program (TIP) projects. The contract will be for one year with an option to extend for an additional year, and the agreement amount is not anticipated to exceed $100,000. Key project dates include a release date of August 7, 2025, with proposal submissions due by September 5, 2025, at 2:00 PM, and potential interviews scheduled for September 30, 2025.

The RFQ outlines specific service requirements, including existing conditions reconnaissance, wetland and stream delineations, mitigation planning, and bank use plans. The evaluation process will consider five equally weighted criteria: qualification of key personnel, relevant experience, availability and response time, costs associated with services, and an overall evaluation by the Lewis County selection team. Each criterion will be scored with 20 points. The county encourages submissions from disadvantaged, minority, and women-owned firms, and will evaluate submissions using an equal opportunity and affirmative action approach. Consultants must submit their qualifications electronically through OpenGov Procurement, with a 10-page limit for the Statement of Qualifications.
