Quotations must remain valid for a minimum of 60 calendar days after submission. Evaluation criteria include minimum three past-performance references, technical approach demonstrating understanding of work execution and scheduling, experience and qualifications, submission acceptability, and cost reasonableness; comparative methodology allows price to control the award when technical proposals are substantially equal.
